Declaration of Wadi Howar Conference
For Unity and Reformation
The Sudan liberation army emerged as an instrumental response to face the huge challenges resulted from the injustice, poverty, systematic exclusion and marginalization and the bitterness of deteriorated conditions experienced by our people especially in Darfur and Sudan in general since the independence.
Within a period less than two years the movement has thrived swiftly and achieved in dozens of battles against the ailing regime of Khartoum both military victories and political triumphs.
Accordingly, the movement has succeeded to portray a lucid and an unambiguous road map that will help our people in Sudan generally and Darfur in particular to materialize their hopes and expectation.
Resolved to protect and uphold the revered aims and principle of our movement and the honored cause of our people and to evaluate and to understand the performance of our activities during the previous stage of our struggle the movement has called for a general and a pubic conference. 306 commanders and tribal elders attended the conference, which held in (Tyna) on the soil of the liberated territories on 01-06-2004. 306 commanders and tribal elders, attended. In this conference which held in (Tyna) where 306 commanders and tribal elders attended, after a moment of prayer committed to the memory and souls of those martyred for our cause SLA exposed the following aspect of its deeds to inspection:
1. Administrative performances and political achievements of the movement, in the pervious stage of the struggle.
2. logistic and resources
3. humanitarian situation
4. external relations
5. ceasefire
After lengthy and extensive discussion continued for a period of a week, the movement has concluded to the following decision:
The decisions
1. The movement determined to struggle against injustice until to reach a productive deal or to attain the victory over the regime.
2. to change the leadership that based on individualism and by installing a collective leadership that adopts democratic means in decision making and deliberation .
3. demission of the former general secretary Mini Argo Minawi and discharging him from all duties and tasks
4. demission of abdul wahid Mohammed Nur from the ceremonial presidency of the movement who lacks actually every genuine information and knows mere the name of the Movement
5. in order to avoid leadership vacuity the attendant of the conferences decided to reassign as soon as possible the duties of political and military leadership to a qualified personnel which in turn would be intensely supervised by the grass roots until a new conference will be held to revaluate and estimate the quality performance of the movement.
6. to form a committee that evaluates the peace fire process with regime in Khartoum to put the end of the incessant violation of the agreement by the regime
7. to respect the ceasefire agreement signed between SLA and JEM on one and the Khartoum regime on 8 of April 2004 in N’djamena
Recommendations
1. the attendant of the conference recommended to prepare a plan to increase financial resources and revenue to meet the needs of the ALA
2. the attendant of the conference recommended to design a detailed and explicit plan to surmount the catastrophic and tragic humanitarian situation in Darfur
3. The attendant condemned the intentional atrocious ethnic cleansing and crimes of war committed by the regime in Khartoum against our citizens in Darfur.
4. The attendant stressed the need to merge and fuse all armed movements in Darfur in a solid union as soon as possible in order to face the challenges in the next phase of our struggle.
5. Expressed thanks to all members of SLA in Sudan and abroad acknowledging the active role every single member plays to help the movement to attain its objectives and aspiration.
6. highly appreciated the active and positive role the international organization played in addressing the critical humanitarian situation in Darfur
7. congratulate SLM and the People of the Southern Sudan on getting back their rights via the protocols signed in Keny.
